It’s probably on steelies, with a plastic 5-spoke cap over it.

Looks like either a steel wheel with separate wheel cover, or a polycast wheel (steel wheel with cap perma-glued to wheel).

When I first started driving, my mom’s only driving advice that she ever gave me was that steelies usually meant that a car was an unmarked cop . Depending on your point of view, she was a good or bad parent.

That sort of thinking will definitely cause a lot of false positives in snow tire country.
And of course there are more “artful” steelies on offer today (though police cars are more likely to have the traditional type).

Just a plain steel wheel.
Used to work on those things at a dealer I worked for. If I remember right that usually means it’s an AWD car too, don’t quote me on that.,
